| dc.description | The case study titled "Deficit in the revenues received from the central government in the rural Decentralized Autonomous Government of the Caracol parish belonging to the Babahoyo canton in the period 2023" addresses the issue of reduced revenues transferred by the Central Government and its impact on the financial capacity of the GAD to execute essential projects and services. The research is justified by the need to understand and resolve this deficit that affects the economic and social development of the parish. The main objective is to assess the revenue deficit through a detailed financial analysis. The methodology combines qualitative and quantitative approaches, using horizontal analysis of budgetary schedules and document review. The results reveal a significant decrease in transfers, affecting the GAD's capacity to finance its operations and projects. The conclusions highlight the need to adopt corrective measures to improve resource management, optimize revenue collection, and prioritize projects with high social and economic impact, ensuring the financial sustainability of the GAD and the well-being of the community. | es_ES |

| dc.description.abstract | El caso de estudio titulado "Déficit en los ingresos percibidos por el gobierno central en el Gobierno Autónomo Descentralizado rural de la parroquia Caracol perteneciente al cantón Babahoyo en el periodo 2023" aborda la problemática de la reducción de ingresos transferidos por el Gobierno Central y su impacto en la capacidad financiera del GAD para ejecutar proyectos y servicios esenciales. La investigación se justifica por la necesidad de entender y resolver este déficit que afecta el desarrollo económico y social de la parroquia. El objetivo principal es evaluar el déficit en los ingresos mediante un análisis financiero detallado. La metodología combina enfoques cualitativos y cuantitativos, utilizando el análisis horizontal de cédulas presupuestarias y revisión documental. Los resultados revelan una significativa disminución en las transferencias, afectando la capacidad del GAD para financiar sus operaciones y proyectos.
