dc.description | As part of the strategies designed to combat the problems, Ecuador has implemented a new system called the Organic Law of the National Public Procurement System, whose main tool is the Ecuadorian Public Procurement Portal. The objective of this case study is to evaluate the first impacts and possible consequences from the implementation of the new public procurement system. It starts from the analysis prepared by the Ecuadorian Government with the support of the World Bank Institute in 1999. Said research indicates that public contracting is one of the areas of government action most likely to be declared void. In the same sense, the errors and adjustments made in the implementation of the contracting system are detailed, as well as the main results obtained from its application, such as the increase in the number of bidders, greater transparency in the contracting processes, savings for the Status and increased confidence of citizens. The main recommendations include the development of a monitoring and active intervention strategy that allows timely remedying the frequent errors in concepts typical of the implementation of a new system, in addition to constant training for citizens on the current legal regulations for the purchasing portal. public. | es_ES |

dc.description.abstract | Como parte de las estrategias diseñadas para combatir los problemas, Ecuador ha implementado un nuevo sistema denominado Ley Orgánica del Sistema Nacional de Contratación pública, cuya herramienta principal es el Portal de Contrataciones Públicas del Ecuador. El objetivo de este caso de estudio es evaluar los primeros impactos y posibles consecuencias a partir de la implementación del nuevo sistema de contrataciones públicas. En el mismo, se parte del análisis elaborado por el Gobierno Ecuatoriano con el apoyo del Instituto del Banco Mundial, en el año 1999. Dicha investigación indica que las contrataciones públicas constituyen una de las áreas de acción gubernamental más propensa a ser declaradas desiertas. En ese mismo sentido, se detallan los errores y ajustes realizados en la implementación del sistema de contrataciones, así como los principales resultados obtenidos desde su aplicación, tales como el aumento del número de oferentes, mayor transparencia en los procesos de contratación, ahorro para el Estado y aumento de la confianza de la ciudadanía. Como principales recomendaciones se mencionan la elaboración de una estrategia de monitoreo e intervención activa que permita remediar oportunamente los frecuentes errores de conceptos propios de la implementación de un nuevo sistema, además de capacitaciones constantes a la ciudadanía sobre la normativa legal vigente para el portal de compras públicas. | es_ES |
