dc.description | The Autonomous Decentralized Parish Government of Antonio Sotomayor; which is a public institution whose management must be characterized under the framework of ethical responsibility, transparency and commitment. The objective of the research is to analyze the development and training of personnel in the GAD and their influence on the presence of collaborators with significant weaknesses in the performance of their tasks. The methodology of the case study has a descriptive scope, where deductive and inductive methods were applied; In addition, the types of documentary and field research were used. While the techniques used are the survey and interview, which were applied to the human talent of the Parish GAD where the following results were obtained as the main findings: constant training and professional development processes have not been implemented, internal management does not consider important the presence of evaluation indicators that allow determining the level of work performance of the servers, labor relations are deteriorated, horizontal and vertical communication is not appropriate because there is a delay in the creation of reports and document management; Furthermore, the application of transformational leadership is not visible. | es_ES |

dc.description.abstract | El Gobierno Autónomo Descentralizado Parroquial de Antonio Sotomayor; la cual es una institución pública cuya gestión debe estar caracterizada bajo el marco de responsabilidad ética, transparencia y compromiso. El objetivo de la investigación consiste en analizar el desarrollo y formación del personal en el GAD y su influencia en la presencia de colaboradores con debilidades importantes en el desempeño de sus labores. La metodología del caso de estudio tiene un alcance descriptivo, donde se aplicaron los métodos deductivo e inductivo; además, se utilizaron los tipos de investigación documental y de campo. Mientras que las técnicas empleadas son la encuesta y entrevista, las cuales fueron aplicadas al talento humano del GAD Parroquial donde se obtuvo como principales hallazgos los siguientes resultados: no se han implementado procesos constantes de formación y desarrollo profesional, la gestión interna no considera importante la presencia de indicadores de evaluación que permita determinar el nivel de desempeño laboral de los servidores, la relaciones laborales están deterioradas, la comunicación horizontal y vertical no es apropiada porque existe retraso en la conformación de informes y gestión de documentos; además, no se visibiliza la aplicación de un liderazgo transformacional. | es_ES |
